Representative Hu Chengzhong’s Suggestion was Incorporated Into This Year’s Work Report of the Supreme Procuratorate

On the afternoon of March 7, the first session of the 14th National People's Congress held its second plenary session, and Zhang Jun, Chief Procurator of the Supreme People's Procuratorate, made a work report to the session. Hu Chengzhong, a representative of the National People's Congress and chairman of the board of directors of Delixi Group, put forward in previous years that he should continue to maintain close two-way communication with enterprises and continue to increase the comprehensive judicial protection of intellectual property rights, which was absorbed by the work report of the Supreme People's Procuratorate this year. On the same day, the General Office of the Supreme People's Procuratorate sent a letter to inform Hu Chengzhong, thanking him and inviting him to supervise and further improve the work.

As a private entrepreneur, Hu Chengzhong attaches great importance to quality and brand creation, and has always hated unfair competition and illegal and criminal acts such as counterfeiting and shoddy products and infringement of intellectual property rights.

As early as 2003, Hu Chengzhong, then a member of the National Committee of the Chinese People's Political Consultative Conference, submitted a proposal on "strengthening the protection of enterprise name rights". In 2005, Hu Chengzhong once again submitted a proposal on "Actively Promoting the Intellectual Property Work of Private Enterprises", and put forward five suggestions: supporting and encouraging private enterprises to establish intellectual property organizations, focusing on guiding and helping the international protection of famous (well-known) trademarks. The Ministry of Science and Technology, the Intellectual Property Office and other departments quickly responded, expressing that they will increase their support for the intellectual property work of private enterprises.

In 2018, Hu Chengzhong, who was newly elected as a representative of the National People's Congress, submitted a proposal on "strengthening the protection of well-known trademarks", arguing that to develop a socialist market economy, it is necessary to maintain a market environment of fair competition and improve the well-known trademark protection system. During the two sessions in 2020, when reviewing the work report of the Supreme People's Court, Hu Chengzhong proposed to increase fines and the application of penalties for crimes involving enterprise-related infringements such as disrupting market order, producing counterfeit and shoddy products, and infringing intellectual property rights. The General Office of the Supreme Law sent a letter of thanks, expressing that it attaches great importance to this suggestion and will seriously study it in future work. In 2021, Hu Chengzhong further deepened and supplemented the content of the proposal, forming a proposal on further strengthening the crackdown on corporate intellectual property infringement. In 2022, facing the high incidence of intellectual property infringements in the e-commerce field, Hu Chengzhong once again submitted a proposal on further strengthening the crackdown on intellectual property infringements on e-commerce platforms, and the State Administration for Market Regulation responded positively.

On the afternoon of March 7, after the second plenary session of the first session of the 14th National People's Congress, a letter of thanks from the General Office of the Supreme People's Procuratorate was sent to Hu Chengzhong. The letter said: "Thank you for your concern and support for the procuratorial work. Your suggestion of 'continuing close two-way communication with enterprises and continuously increasing comprehensive judicial protection of intellectual property rights' was included in the work report of the Supreme People's Procuratorate this year. It is reflected in pages 8 and 24, please review and supervise our further improvement work."

Hu Chengzhong "liked" the positive interaction between the Supreme People's Procuratorate and the National People's Congress.
